No, they’re not. They demand Israel’s retreat to the 1949 ceasefire lines, removal of Jews from Judea, Samaria and all of Jerusalem, while demanding a “right of return” for millions of Arabs into shrunken Israel. They reject “two states for two peoples.” They demand impossible peace-talk pre-conditions.
